Title: ND COVID Emergency Rental Assistance (CERA) Portal

Description :

3.0 SCOPE OF WORK

The STATE is soliciting proposals for a “digital front door” for its CERA program. The proposal will implement a renter portal, a housing provider portal, a case management portal, and work flow that can support community-based application counselors who will work directly with renters to complete applications, and facilitate necessary integrations with STATE and other third-party systems needed for applicant documentation, payment management, eligibility review, and general program reporting.

The proposal includes two Phases, which can be separated in the proposed project schedule by up to two weeks.

Phase 1: Program Portal

Implementation of “digital front door” for CERA, including an adaptive, simple, efficient user interface that serves as the application portal for renters, housing providers, and application counselors.
The Renter Application portal must allow applicant to establish an account with a secure login; complete pre-screening questions as required by CERA; communicate the outcome of pre-screen determination with the applicant; facilitate gathering of a complete application, including any documents CERA requires to be uploaded to the applicant record; receive communication and check the status of their application; and update information or documents as needed.

The Housing Provider portal must allow a housing provider to establish a secure login; associate themselves with a particular renter applicant; validate information required to complete processing of a renters application; capture information required by CERA to approve and distribute payment; and receive communication and check the status of their account.

The Case Management portal and work flow must allow a CERA-approved application counselor to establish a secure login; have access to and modify the renter records they are working with; communicate with the renter, housing provider and CERA administrative staff to facilitate completing the application; and check the status of their assigned accounts. The workflow must also allow State CERA eligibility and administrative staff to support assignment of application counselors to active applications; validate eligibility determinations and address escalated issues and engage with housing provider accounts to facilitate connection between renters and housing providers.

Phase 2: Implementation of System Integrations

Assuming additional time may be needed to finalize development of required system integrations, Phase 2 can follow deployment of Phase 1 by a period of up to two weeks. Phase 2 will fully build out the necessary integrations between STATE and other third-party systems to help CERA staff validate information contained in renter applications and integrate housing provider records with the states vendor registry to facilitate secure payment.
