Description : ------------------------------------------------------ CHILD SUPPORT is a section of the Human Services Division of the North Dakota HHS. The mission of HHS is to foster positive, comprehensive outcomes by promoting economic, behavioral, and physical health, ensuring a holistic approach to individual and community well-being. CHILD SUPPORTs purpose is to help parents meet the needs of their children by securing appropriate and sustainable child support. CHILD SUPPORTs ability to contribute toward HHS mission is constrained by theobsolescence of thetechnology platform that serves as the infrastructure for its work. It is imperative that CHILD SUPPORT pursue the development and implementation of a new technology platform to continue serving families effectively. CHILD SUPPORT is the primary owner and sponsor of the Child Support Modernization Project (CSMP). The CSMP is a priority for CHILD SUPPORT and expedited delivery of a modern technology platform is paramount. CHILD SUPPORT anticipates an aggressive system development lifecycle and believes that partnering with a highly skilled and dedicated DDI Readiness and Implementation Support team will help HHS achieve a successful outcome. Preference will be given to offerors with specific Child Support Modernization experience through their proposed team. HHS will work in collaboration with North Dakota Information Technology (NDIT) to accomplish the CSMP. CHILD SUPPORT is seeking supplemental support and advice related to the planning, design, development, and implementation of its new child support technology platform (CSMP-S). About Child Support in North Dakota The North Dakota child support program serves an average of 150,000children and adults each year. The program has connections with more than 79,000 employers and has a myriad of well-established operational connections with the ND Court system. North Dakota child support has a strong commitment to working with tribal nations. Two tribes in North Dakota have read-only access to certain information in FACSES. For two other tribes, the North Dakota child support program applies tribal law and appears in tribal court as necessary to establish and enforce support obligations. The North Dakota child support program is state supervised and administered. Service delivery is accomplished by16inter-connected but specialized functional teams (80% of team members work remotely).Each team performs a specific function of the child support program resulting in highly productive subject matter experts and statewide consistency in service delivery. Court filings and internal files are completely paperless. The new system must support this operational framework leveraging the latest technologies. CHILD SUPPORT provides both full service (known as IV-D cases) and limited service (known as non-IV-D cases). A full-service case includes assistance with parent locate; paternity establishment; establishment of court-ordered child support; establishment of court-ordered medical support; enforcement of court-ordered support; review and adjustment of support; receipt and disbursement of payment.A limited-service case includes maintaining the states official record of child support amounts owed, collected, and past due; issuance of income withholding orders; and receipt and disbursement of payments from all sources. FACSES is a federally certified system; it is mainframe-based. The new system must also meet federal and state requirements resulting in federal certification.
