A phased, evolution implementation approach will be used whereby the application user interface will be “re-faced” into a new web-based user interface while retaining the current database and business logic. On January 13, 2017, a Notice of Intent to Make a Noncompetitive Purchase was issued to all known bidders for contracted services to provide project management, business analysis, quality assurance, development and application architecture support to complete CAPS Projects 4 through 9 as laid out in the Release Plans, and to enhance and support what was implemented in Projects 1 through 3. No responses were received and the State entered into a contract with ServiceLogix, Inc. At this time, the State has identified an additional resource need to support the ongoing CAPS Projects, specifically in the area of database consolidation and support. The contracted service provider must possess: • strong background in workers compensation industry and the data supporting it, • extensive knowledge/experience with WSIs current claims and policy systems, especially the data and data structures supporting them, • the resource capacity and skill sets necessary to support completion of the CAPS projects according to the project schedules, • successful implementations using an agile methodology approach to complete the necessary database analysis, design, and development tasks necessary to support the completion of projects. Justification: An experienced Oracle Database Administrator, Jay Stevens, has supported the CAPS Program for the past two years by providing database consolidatation analysis and design recommendations and continues to oversee/support the actual database consolidation effort. The State feels it is in its best interest to subcontract this individual through ServiceLogix, Inc. in an effort to maintain consistency and continuity of the database consolidation effort in conjunction with the CAPS Program. Jay has a strong background in the workers compensation industry, extensive knowledge/experience with WSIs current claims and policy systems data, and data structures, and has been intimately involved in the CAPS Program for the past two years.
