Once a partner is selected they will begin to design state plans that should identify coverage, cost and deployment information for each state. FirstNet will release a draft of the state plans to all the states and territories simultaneously and allow an undetermined amount of time for the states to review and interact with FirstNet about concerns or issues with the draft. Once the review period is completed FirstNet may make changes to the plans and deliver them simultaneously to the Governors. At that point our Governor will have 90 days to respond back to FirstNet with his decision to opt-in or opt-out of the plan. If the Governor opts-in then FirstNet will be built out as it was designed in the plan. If the Governor opts-out then Nebraska has 180 days to design a plan to build out a Radio Access Network (RAN) and deploy a public safety broadband network to, FirstNet standards, in the state that is interoperable with the FirstNet RAN and have the plan approved by the FCC. Required Skills: * Knowledge and experience of Independent Verification and Validation (I,V&V) * Knowledge and experience relating to Gap Analysis * Knowledge and experience relating to project planning and reporting * Knowledge and experience in wireless telecommunications that would include design and deployment of a network. * Knowledge and experience in evaluating wireless telecommunication networks. * Experience in project management * Bachelors degree in a technical discipline (Computer Science, Telecommunications, Electrical Engineering, or similar) or equivalent experience * Strong document writing skills * Cannot currently be employed by FirstNet or a cellular carrier doing business within the State of Nebraska * Experience submitting weekly project activity reports   Call 502-379-4456 Ext 100 for more details.
