Candidates must have the experience and ability to lead a small project with limited direction. Candidates work directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidates designs, codes, tests and documents computer programs. Candidates have full technical knowledge of all phases of applications development and the development technologies utilized. Candidates provide production support for large, complex applications including the ability to resolve problems in constrained timeframes. Candidates may be responsible for mentoring less experienced team members. Candidates will manage small-to-medium projects or components of larger projects. Candidates have strong organization, planning, problem-solving, and decision-making skills. Experience must be current within the last year. Candidates have strong written and verbal communication skills. Required Skills: 1. Associate Degree in IT related field of study or equivalent. 2. Must have the ability to perform development and enhancements for a large complex computer system. Ability to maintain existing code and develop new code, with strong attention to detail accuracy. 3. Must have seven (7) or more years development experience with COBOL II/COBOL 390 accessing DB2 databases in an IBM z/OS mainframe environment. Software development experience must be current within the last year. 4. Must have seven (7) or more years experience with relational databases, including logical design, understanding of physical design components, and complex SQL accessing a large, complex application database. 5. Must have seven (7) or more years of mainframe and complex CICS applications development experience. 6. Must have ability to support full life cycle testing for a large complex computer system. 7. Must have working knowledge of the following development / testing utilities: TSO, Abend-AID, File-AID, QMF, Xpediter, IDCAMS, Syncsort, Network Data Mover (NDM), Secure File Transfer protocol (SFTP). 8. Strong verbal and written communication skills, including the ability to gather and provide information effectively, regardless of audience. 9. Must be able to work well within a team environment and have exceptional collaborative skills. Must be service oriented with strong interpersonal skills with all levels of business and technical staff. 10. Demonstrated analytical skills that include working directly with business staff to determine sound technical solutions for business requirements. 11. Must be able to create and maintain supporting technical documentation. 12. Must be competent in overall PC skills including the use of Microsoft Office products (e.g., Microsoft Word, Microsoft Excel, Microsoft Visio, Microsoft Access, etc.) 13. Strong organization, planning, problem solving, and decision making skills. Comfortable prioritizing and managing multiple tasks. 14. Must be a self-starter and self-motivated. Must be able to learn quickly and apply new technology. Desired Skills: 1. Bachelors degree in IT related field of study. 2. At least 2 years experience as an applications developer working on a medical claims processing systems application (e.g., Medicaid, Medicare, or Health Insurance is highly desirable). 3.
