Description :

Roles and Responsibilities
1. Develops comprehensive physical security system designs and corresponding scopes of work for systems that protect critical transportation infrastructure.
2. Evaluates security systems and equipment and makes vendor selection recommendations. Responsible for development and/or support of appropriate procurement documentation.
3. Prepare specifications, cost estimates, schedules, and other contract/RFP documentation for Electronic Security System initiatives.
4. Oversees/guides electronic security and surveillance systems development initiatives including, but not limited to the installation, upgrade, operation, and maintenance of Closed-Circuit Television (CCTV) and access control systems, and other related systems and equipment. Conducts field visits and site inspections as part of system development oversight responsibilities.
5. Prepares, evaluates and negotiates contract change orders. Stages construction plans and site inspections with Construction Management. Reviews and approves progress payment and monitors progress of schedules via Construction Management
6. Creates and maintains effective and professional relationships with NJ TRANSIT Police Dept (NJTPD), NJ TRANSIT (NJT) end-users, Dept. of Homeland Security representatives, vendors and contractors.
7. Develops security system designs including, but not limited to, camera operation, camera density, storage capacity, perimeter motion detection, fiber optic sensors, card access and auto tracking equipment in coordination with NJTPD, NJT end-users and the Lead Programmer/Analyst. Incorporate video analytics such as Intrusion Detection, Illegal Parked Car, and Facial Cataloging, etc. into security systems software.
8. Develops and coordinates with NJTPD, NJT end-users, and the Lead Programmer/Analyst, the integration of Closed-Circuit Television, access control, external sensors, and third-party software into a comprehensive Electronic Security System.
9. Participates in technology pilot programs to investigate and test new electronic security systems for applicability to operating environment.

10. Develop and participate in internal and external presentations and conferences on electronic security systems.
11. Support objectives and directives of Manager, Electronic Security & Surveillance Systems and other senior management staff.

Education, Experience and Qualifications:
Bachelors degree in Electrical Engineering or Computer Science, or a related technical field, desired. Will consider Associates degree or technical certificate with equivalent direct field experience. Three to five years of security systems design and project management experience is a must. Project Management Professional (PMP) certification preferred. Strong familiarity with project management software tools, methodologies, and best practices. Excellent analytical skills and strong interpersonal skills required. Resourcefulness is a must. Proven record of completed projects according to outlined scope, budget, and timeline. Subject matter expertise with Qognify/NICE, Lenel, Genetec, PCSC, Verint/Loronix, Object Video, and/or similar systems is required.

Knowledge and Skills:
• Understanding of the Project Management Institute (PMI) framework
• Knowledge of various project management methodologies (e.g., Agile/Scrum)
• Proven leadership skills
• Cost and risk management skills
• Excellent communication, interpersonal and negotiation skills
• Interpersonal skills
• Ability to make important decisions under pressure
