Programmers typically are involved in maintenance (including production support), enhancement & development work. Complete Description : Contracted support is needed for a short term engagement to provide research, analysis, development, testing, documentation, and deployment functions for the OCYF Needs-Based Planning and Budget (NBPB) system (comprised of Microsoft Access database and Excel software) and associated reports. This process is managed through the NBPB process. Each county reports 3 years of NBPB data, which includes one year of actuals, and two years of proposed expenditures. Data is reported by each county using the NBPB. Counties submit an original version of the Access database and Excel workbook through Se-Gov where they are imported into county specific Regional reviewers workbooks and Access databases. Any revisions require a new submission of both Access database and Excel workbooks. OCYF must maintain complex linkages between Excel and Access to allow information to flow between the applications. The NBPB system is utilized by each county, state central office, and regional offices. The NBPB system is a critical IT asset that is: a) inherently complex to manage and maintain b) operationally inefficient c) at risk from a technology platform and life cycle perspective Distribution uses various iterations of MS Excel workbooks and MS Access databases, and centralized using 67 shared folders. While currently functional, this system is burdensome and presents complications in version control and in updating of information. In order for Access and Excel to communicate with one another, paths and links are hard coded into each file - in the Excel file and in the database. The versioning differences between CCYA, Central Office and the Regional Offices cause CCYA usage problems, in that formulas and macros do not always work for all counties and additional county specific assistance is necessary to in fix spreadsheets and submissions. Access and Excel versions affect CCYA to state/compatibility issues and within the CCYA they may have a need for separate computer with earlier versions of MS Office to run the applications.
