Programmers are involved in maintenance ( production support), enhancement and development work. Complete Description: Linking Planning and NEPA (National Environmental Policy Act) has been implemented for the transportation planning process in Pennsylvania. Linking Planning and NEPA (LPN) provides environmental impact potential, planning information, and engineering data early in the planning process to ensure the best projects are selected. Implementation involved numerous regional planning organizations, Federal Highway Administration (FHWA), and PennDOT engineers and planners. The next step is to provide useful mapping capabilities related to locations, environmental data, and other spatial relationships. This position will design and code web based LPN mapping components using PennDOTs GIS coding standards and software. • Participate in structured code reviews and walkthroughs • Execute all required process steps • Design applications to functional and technical programming standards • Develop system specifications and interfaces • Coordinate work with other software developers on Application Team • Execution of all responsibilities with little direct supervision of Team Lead • Determine time estimates and schedule for own work and resolve issues in a timely manner • Identify and track issues, risks and action items • Develop technical documents • Collaborates with the LPN Team to implement useful mapping components • Provide status of work to Team Lead • Utilize deep modeling, design and coding skills • Provide expertise in one or more database environments • This is a professional level non-supervisory position which may require coordination of programming activities being conducted by the team. However, most development work for this position will be independent • Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing • Interprets requirements or participates in requirements gathering with Application Team • Demonstrates an understanding of Geospatial principles and processing • Works with necessary personnel to determine if modifications are necessary to functionality, scope or schedule. • Works with necessary personnel to determine necessity and priority for modifications or enhancements • Proven track record of hands-on technical design and code work within large complex systems, including the application of geospatial technologies. • Uses expertise to offer alternatives to business and other technical personnel. • Demonstrated technical expertise integrating a variety of diverse technical environments and cross platform technologies • Proven ability to present complex technical constructs to business and non-technical users • Proven ability to collaborate with business users, project managers and technical architects.   Call 502-379-4456 Ext 100 for more details.
