Description : THE CHILD SUPPORT SERVICES APPLICATIONS TEAM IS PART OF THE DEPARTMENT OF SOCIAL SERVICES (DSS) AND IS RESPONSIBLE FOR DEVELOPING AND MAINTAINING APPLICATIONS IN SUPPORT OF THE CHILD SUPPORT SERVICES DIVISION (CSSD) INCLUDING PACSS (PALMETTO AUTOMATED CHILD SUPPORT SYSTEM), SDNH (STATE DATA NEW HIRE) AND THE CLIENT PORTAL APPLICATION. Daily Duties / Responsibilities: This position will support the functionality within PACSS (Palmetto Automated Child Support system) and the State Data New Hire (SDNH) for the Child Support Services Applications Team. • Act as lead subject matter expert (SME) in all areas of the IV-D case life cycle with primary focus on Case Init, Locate, Establishment and Enforcement areas. • Report to the projects functional lead and provide periodic as-needed written and verbal updates in the area of the SMEs responsibility. • Analyze vendor business designs by conducting and participating, with state team and end users in demonstrations and other testing events such as developing scenarios and executing various testing activities to validate state and OCSS requirements coverage and confirm that the system functionality meets end user expectations. • Triage incidents/bugs discovered during all phases of testing of PACSS. • Lead team efforts in system acceptance of PACSS enhancements. This will require consulting with stakeholders and assess user involvement and buy-in regarding system functionality and the systems ability to meet business needs. • Recommend application enhancements to the project team and program staff. • Review enhancement requests for value to program operations and to applications. • Review and approve design documents, job aids and training documents. • Oversee work performed by PACSS Software Development Contractor. • Assist with Help Desk operations proactively daily. • Assist and mentor junior BAs and testers for bugs, enhancements, and incidents. REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): (SEE BEELINE DESCRIPTION) • 10+ years of experience working on child support related software project(s) • Analyze and validate system requirements and functionality. • Experience with requirements management, constructing data flow diagrams, creating test scenarios and testing. • Ability to identify, interpret and translate business process training for appropriate audiences. • Extensive experience with Team Foundation Server (TFS), MS Office, Visio and SharePoint • Strong analytical skills • Strong ability to communicate (orally and written) with project staff, stakeholders and executives. • Must be able to multi-task and meet deadlines in a fast-paced environment PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): (SEE BEELINE DESCRIPTION) • Experience working with AGILE software methodology. • Attention to detail and strong problem-solving skills. • Demonstrate strong ability to take initiative and ability to work with minimal to no guidance.
