The scope of the Medicaid project is to add document upload functionality to an existing solution that will enable other agencies to view the uploaded information. * We are particularly looking for a Business Analyst that has knowledge and experience with state government business applications that require Medicaid funding and financial processes, and file sharing systems and an individual that can work proactively with project managers and stakeholders to define the business requirements and test cases/plans for these two solutions. In addition, this Business Analyst will work closely with client Medicaid and potentially the HR teams to define process improvements/enhancements to existing functionality for the development of these SQL solutions DAILY DUTIES / RESPONSIBILITIES: The following are primary activities which the Business Analyst will be expected to perform on the Medicaid QA, the Medicaid Perm module and potentially a Human Resource project. 1. Plan and execute the timely creation of the Medicaid QA and Perm modules in collaboration with the agencys appointed project stakeholders. 2. Proactively facilitate, communicate, and collaborate with external and internal entities to analyze information needs and document such needs. 3. Work collaboratively with SCDE stakeholders to elicit requirements using document analysis of prior plans, phone interviews, on-line workshops/webinars, surveys, and occasional regional on-site visits. 4. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish unique requests from the underlying true needs. 5. Participate in the writing, editing, and finalization of the business requirements and test plans and any other project documentation that is required. 6. Identify, escalate and propose timely solutions to any and all issues which pose risks to either the On-Time completion or to the quality and completeness of both projects. 7. Report project progress weekly to SCDE CIO management.
