Description :

Serves as a liaison between the business community and the IT organization in order to provide technical solutions to meet user needs. Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organizations systems and capabilities. Analyzes business partners operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprises competitive edge. May make recommendations for buy versus build decision.May require an associates degree in a related area and 0-1 years of experience in the field or in a related area.

A candidate for this position will be expected to have technical experience in reading and extracting data from road plans, have good computer skills, an ability to make decisions based on mathematical research of historical maps, road plans and departmental documents. The candidate will be doing research and will need to perform with limited supervision. The position will consist of researching requests for deletions, additions or re- designation of Local Roads, preparation of Electronic Posting Advice documents, revising route documents (Notes) and departmental maps and updating the Roadway Information Management Systems (RIMS) Road Inventory Database. The candidate will also perform the ongoing task of scanning the departments Posting Advice documents and updating the Project Wise database. It is expected that the candidate would work 37.5 hour work week in the SCDOT Columbia, South Carolina Headquarters Building from 7am -3:30pm with 1 hour for lunch or from 7:30am -3:30pm with 1/2 hour for lunch.
