Scope of Work The scope of work for the Project includes all planning, design, development, implementation, and training for a new mobile application for the Department. The selected vendor shall be responsible for creating the layout and design of the new application based on feedback to be provided by the Department. Each stage of the project shall require approval from the Department management before moving on to the next stage. The selected vendor shall have adequate resources for designing, building, testing, training Department personnel, and implementing the new application. Deliverables and milestones are listed in the Work Requirements and Schedules and Milestones sections of this SOW. Business Requirements The list below contains the business requirements identified for the application (exact name to be provided) thus far: • The application shall be built as a hybrid application for mobile devices, including smartphones and tablets. • The application shall be built for iOS devices. • The application shall be built for Android devices. • The application shall follow State branding guidelines, • The application shall require the public user to accept a privacy and terms of use agreement (exact verbiage to be provided) prior to the initial use of the application. • The application shall include an overview screen that outlines the purpose and use of the application (exact verbiage to be provided). • The application shall include a resources page that includes contact information for and links to relevant services (e.g. TN Statewide Crisis Phone Line, TBI School Violence Hotline, National Suicide Prevention Lifeline). • The application shall allow public users to submit a Suspicious Activity Report (SAR) by entering free text (exact text field labels to be provided), attaching image files, and attaching video files. • The application shall record the IP Address and GPS coordinates, if available, of the public user at the time of SAR submission. • The application shall securely upload SAR content (including text, image files, video files, and geolocation) upon submission to a state hosted central repository due to the potential file size of a traditional email server would quickly exceed its storage capacity. • The applications central repository shall be available for State users to monitor 24/7. Request for Project Services Template Page 5 of 10 • The application shall securely email SAR content (including text, image files, video files, and geolocation) upon submission to the designated State users (e.g. TEMA Watchpoint). • The application shall automatically purge the content of a given SAR stored in the central repository once it is aged 14 days. • State users shall be able to copy the content of a given SAR stored in the central repository to the existing case management system for further action. • State users shall be able to delete a given SAR from the central repository. • State users shall be able to send push notifications to a given public user(s) (e.g. confirmation of report submission, emergency alert). • State users will have full administrative control of the application (e.g. the ability to lock out a given user). • State users shall be able to edit select verbiage (e.g. terms of use acknowledgement) and cosmetic elements (e.g. logo) of the application. • The State shall own all data collected, maintain the reporting, and provide all patching in the State Data Center.
