Description:

** [Note: The primary Work location will be the 701 W, 51st Street, Bldg. C, Texas, 78751 and 4900 N. Lamar Blvd, Austin, Texas, 78751.]

All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSCwill pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

The HHSC Enterprise Data Warehouse (EDW) project is currently conducting vendor solicitation and preparing for the Design, Development, and Implementation phase of the project. This position resides with the HHSC-IT EDW project team and is responsible for providing business analysis across various Medicaid business segments.
The Business Analyst position will perform research and analysis for multiple complex, large-scale projects. The position will directly report to the EDW Project Manager, and will work closely with the Business Area Liaison. Project activities will be performed within HHS agency facilities in Austin. The core project management team will initially be located at the Winters building facility.

High level responsibilities will include:
• Interviewing users to gather and validate requirements.
• Being familiar with HHS agency users and their data needs to convey requirements to the data warehouse project team.
• Understanding business requirements and how the data supports those requirements to help users leverage warehouse data.
• Interpreting new and changing business requirements to determine their impact on data warehouse design; propose enhancements and changes to meet these new requirements and work in tandem with a data analyst.
• Documenting business knowledge from business subject matter experts.
• Creating and interpreting logical models for existing HHSC systems
• Gathering and documenting metadata knowledge.
• Inventorying and prioritizing enterprise reports and queries.
• Participating in Medicaid Information Technology Architecture (MITA) maturity assessment and impact analysis of EDW project roadmap on existing Medicaid business processes
• Collaboration on developing test plan for reconstructed reports/queries.
• Identification and documentation of business processes – produce functional and technical specifications as required.
• Acting as point of contact for the subject matter experts (SMEs) for all requirements related issues.
• Consulting with technical or functional experts at all levels to obtain requirements and develop solution proposals.
• Providing project level analysis and getting hands on with producing required project analysis documentation such as swim lanes, process flows, sequence diagrams, use cases etc.
• Reviewing, analyzing, and evaluating business systems and user needs.
• Development and publication of project management documents and deliverables in compliance with DIR Framework directives.

Required Skills:

* Experience in Information Technology (IT)within the Healthcare business domain.
* Experience as a business analyst for a large software development or data warehousing project.
* Hands-on experience in business/systems analysis in the technology industry, including writing requirements documents.
* Demonstrated ability to work on complex business problems, analyzing and evaluating current business methods and procedures for improvements.
* Experience visualizing, diagramming and explaining As-Is / To-Be business process flows.
* Experience with reengineering workflow and data management processes to maximize efficiency.
* Proficient with data modeling and business process mapping tools (e.g., ERwin, Visio).
* Demonstrated ability to act
