HHSC IT is currently in the planning stage of conducting an in-house needs assessment and procurement planning to identify performance management, data analytics and technology needs. As a member of the Needs Assessment and Procurement Planning team, the worker responsibilities may include: • Reviewing existing requirements and data marts across the agency • Leading or participating in gathering new or validating requirements with program area and IT SMEs • Converting data, access and system needs into technical requirements for Statement of Work • Writing and preparing project and procurement documents using clear, concrete, and concise language • Collaboration with other members of the Data Analytics Support Team, key stakeholders, other agencies and third-party vendors • Producing process flows, diagrams, and other documentation required to support the DD&I efforts • Identifying and documenting technical support policy and process as requested/needed • Collaboration with the Chief Data Architect and the HHSC Office of the Chief Technology Officer on technology and product roadmaps • All other duties as assigned. Other Special Requirements: • If the Vendor or any of its Workers participate in the preparation of specifications for any solicitation (e.g. Request for Proposal (RFP), Request for Offer (RFO), etc.) that may result from work performed by the Vendor under this agreement, or if the Vendor or any of its Workers are capable of influencing the development of such specifications by virtue of the Vendors work under this agreement, the Vendor and its Workers are prohibited from performing any services or receiving any compensation under a contract resulting from such a solicitation. • In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements: * Strong analytical and problem-solving skills with experience as a system analyst for a software development, data analytics, performance management system, or data warehousing project. * Experience in gathering / validating and documenting requirements, leading meetings and facilitating discussions. * Experience in writing Statement of Work (SOW), or Request for Proposals (RFPs) or Request for Offers (RFO) of which a minimum of 2 years was spent for Texas state agencies or healthcare industry or data warehouse / analytics solution procurements. * Architecting, designing, or implementing BI/AI solutions, preferably in the healthcare industry * Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project. * Risk management skills * Experience with state of the art software components for a performance metrics data visualization or business intelligen   Call 502-379-4456 Ext 100 for more details.
