DESCRIPTION OF SERVICES:

The Department of Information Resources (DIR) requires the services one Business Analyst, hereafter referred to as Worker(s), who meets the general qualifications of an Business Analyst 3Category,CoreTechnology Type and the specifications outlined in this document for the Texas Office of the Attorney General(OAG).

All work products resulting from the project shall be considered “works made for hire” and are the property of the OAG. OAG may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. OAG will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

The Business analyst will develop requirements through in-depth analysis of business activities associated with Agency financial and dependent systems. A successful candidate will have the ability to communicate effectively with technical and non-technical audiences, critically evaluate information gathered from multiple sources, reconcile conflicts, and ascertain core user requirements. The Business Analyst may serve as liaison between business and IT teams.

Key responsibilities include:
• Business Process Analysis
• Analysis of legacy mainframe system functionality
• Development of business and/or functional requirements
• Build vs buy/gap-fit analysis
• Analysis of alternatives
• Developing communications and training

II. WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:

* Experience working organizational business analysis, systems analysis, requirements development/management, business case development, and/or IT project planning

* Expert knowledge of business process modeling, workflows, and data analysis

* Experience with Information Technology in a Legal environment

* Experience working with implementing enterprise systems and/or replacement of legacy systems

* Experience with projects implementing financial and dependent systems

Preferred:

* Knowledge of industry and/or government best-practices with processes and technology in legal environments

* Proficient in Technical Writing

* Experience working in Agile and Jira

* Experience modernizing mainframe dependent implementations
