Description:

The client Enterprise Applications IT area will be upgrading their financial system from PeopleSoft 8.8 to PeopleSoft 9.2 CAPPS (or performing a reimplementation based upon outcome of the legislative session and Sunset Commission recommendations) with a go-live on September 1, 2017. This position is needed to provide project management duties for the project planning, project scope development, and implementation of the system upgrade through go-live. The worker should have experience with Enterprise Resource Projects (ERP), project management, and extensive knowledge of what is required to perform a PeopleSoft system upgrade (or reimplementation). This position requires multi-tasking, exercising initiative and independent judgment.

Duties for this position will include:
• Working with Executive Management to define the objectives of the system upgrade (or reimplementation).
• Managing the scope of the project for the system upgrade (or reimplementation) to the predefined budget.
• Managing the development of all Texas Project Delivery Framework (TPDF) documents, Advance Planning Documents (APD) and any other project-related deliverables.
• Managing the review and approval process for the TPDF, APD and project documentation.
• Documenting risks, issues and contingency plans and ensure resolution of issues and removal of project barriers.
• Providing weekly status updates (written and verbal) and conduct regular project team status meetings.
• Managing the system upgrade, system changes directed by Executive Leadership and any system changes as a result of the legislative session, including Sunset Commission agency consolidation recommendations that become law.
• Developing the project work plan and managing to that plan as approved by the Oversight Project Manager.• Managing and coordinating staff brought on to perform the system upgrade (or reimplementation), staff schedules, resource assignments. The project team staff (estimated to include 20-25 contractors) will be hired from a variety of DIR vendors and the worker must be able to resolve conflict.
• Developing and managing the change request process.
• Managing Joint Application Design/Conference Room Pilot requirement sessions with management, staff and consultants, and assuring that accurate and complete documentation is collected and retained as part of the project archive.
• Managing the development of wireframes and mockups for reports, and assuring that the final product is in accordance with state law and policies.
• Managing the development of cross-walk (as is-to be) documentation, quick reference guides, help information and training.
• Assuring that staff dedicated to the project are politically aware and sensitive to the needs of the end user/customer.
• Being responsive to the HHSC IT Oversight Project Manager, the Contract Manager and HHSC Executive Leadership.
• Assuring that all project documentation is prepared using proper grammar, spelling and punctuation.
• Managing the project archive and assuring that all documentation is preserved.
• Managing the post-implementation project tasks.
• Follow standard project management industry practices such as the PMIs framework.
• Rely on experience and judgment to plan and accomplish goals.

Required Skills:
