In addition, extensive information technology (IT) knowledge, the contractor will have and maintain a comprehensive understanding of Part C of the Individuals with Disabilities Act (IDEA), including the Part C Federal Regulations. (1) Develop new features that will be analyzed, designed, and approved by BWEIP and the Architectural Design Team before development begins. (2) Provide project management to include: (A) Monthly meetings with BWEIP to address project progress, costs, priorities, timeframes, and risk analysis (1) Agendas will be set by the contractor and approved by BWEIP at least two days prior to the meeting (2) Minutes will be provided by the contractor within three days after the meeting (B) Tracking and prioritization of tasks in order to identify accomplishments, challenges, and priorities (C) Troubleshoot in a prompt and timely manner to address and resolve issues that may arise (3) Develop enhancements to BTOTS that will include analysis and design activities, development, unit, system, and acceptance testing. (A) Analysis and design will include: (1) Gathering of new feature requirements, analysis, and design (2) Estimation of feature application effort, and impact and cost analysis (3) Ongoing exploration of the most efficient new technologies available to enhance current and future features (4) Creation and maintenance of a data dictionary for data design (B) Software development will include: (1) Development, testing, demonstration, and sign off for new feature requests prioritized by BWEIP upon approval from the Architectural Design Team (2) Upgrade and manage development tools and code as required (3) Maintain development documentation (C) Maintain and upgrade server access including: (1) Development server (2) Staging server (3) Production server (web, reports, database) (4) Training server with identical functionality to BTOTS, but not containing real data (4) The contractor will utilize the following process for deployment (A) Request and obtain approval for deployment activities from both BWEIP and the Architectural Design Team (B) Provide after-hours deployment between the hours of 9:00 PM and 6:00 AM Mountain Time (C) Ensure separation between development and production environments (D) Maintenance of documentation for each deployment (5) Provide system maintenance, including activities required to continue daily operation of BTOTS based on the existing functionality of the system. This will include, but not be limited to all current BTOTS system features: (A) System Dashboard for early intervention program users to quickly view important information such as alerts, system messages, child referrals, and child transfers (B) Comprehensive Child Folder that includes: (1) Child Information (name DOB, prematurity, school district, public insurance information, ethnicity, primary language, medical diagnosis, etc.) (2) Contact Information (family phone number, email, notes, and roles) (3) Child Referral information (date, source, concerns) (4) Eligibility Information (consent to evaluate, evaluation and assessments, eligibility determination) (5) Child Outcome Score Information (required by Part C of the Individuals with Disabilities Act) (6) Individual Family Service Plan (IFSP) Information (service   Call 502-379-4456 Ext 100 for more details.
