This project has a very short timeframe to architect and create a staging migration database from existing data sources for a selected COTS solution and develop software for the functionality gaps identified during the project. The purpose of this Work Order is to enter into an agreement for Expert Developers with knowledge and experience with Data Migration to COTS solution utilizing Microsoft .NET/SQL technologies to prepare WSLCB data for migration, integration and managed. Contractor must have foundation in system development, depth in data modeling and database design, establishing and merging large data programmatically. WSLCB anticipates hiring two (2) Developers with Data Migration experience. Contractor shall furnish the necessary personnel, and/or otherwise do all things necessary for or incidental to the performance of work set forth in the Scope of Work. The Washington State Liquor and Cannabis Board will provide all necessary equipment and hardware for this position. The Washington State Liquor and Cannabis Board is initiating this Work Request to solicit responses for two (2) full-time Expert Developers. It is anticipated that the Expert Developers will need to provide 160 hours of service, per month, for the WSLCB. The Contractor shall complete functions including, but not limited to the following: 1. Design and develop integrated solutions. These include, but are not limited to: a. Analyze existing data sources to design stage migration database b. Design and develop optimized ETLs from existing sources to stage migration database c. Centralized APIs and interfaces d. Core development delivery processes, such as deployment and package delivery e. Experience in data migration and integration with Commercial Off- the-Shelf (COTS) and developing their interfaces to other solutions. 2. Review the vendors COTS solution and WSLCB current application portfolio to design, develop and implement an application architecture model. 3. Serve as the expert for assessing, informing, guiding, and teaching technologies in decisions related to technology investments for the project. 4. Apply Lean/Agile methods and advanced technical knowledge to evaluate and develop a solution (applications, interfaces and relational databases), and execute quality assurance testing and performance. 5. Identify, build, and guide others in consistent and sustainable application development architecture which will provide efficiencies and reduced rework on new and existing software applications. 6. Provide user training and knowledge transfer to WSLCB technical support staff • At least 7-10 years of recent experience hands on design, development, delivering software and support. • Strong development skills with hands on experience and troubleshooting skills. • Experience developing and working knowledge of .NET and SQL development languages, environments and tools – including Visual Studio 2015, Data Tools, C#, SQL Server 2012+, T-SQL. • Expert knowledge Database design: entity relationship model, database schema design. • Advanced proficiency with SQL Server and writing SQL queries and ETLs. • Strong understanding of the software development cycle and experience with Agile delivery. • Strong written and communication skills. • Proven ability to deliver products with highest quality and on time.
