To achieve this, we seek to contract a Business Analyst - to be located in the Informatics Architecture/ Public Health Information Network (PHIN) section in the Office of Health Informatics (OHI) - to assist with gathering business requirements for the Customer Hub with the goal of improving data quality and analytical capabilities across the related health data systems. The Business Analyst/Consultant will review, analyze, and evaluate the business data systems that will provide data to the Hub and will work closely with agency staff to define and document programmatic and analytical business needs for the Customer Hub, in addition to creating data flow process, system specifications and system documentation for the health data systems that will integrate with the hub. This contracted resource will serve as a bridge between the business problems and the technology solutions. Experience in business process reengineering and identifying new applications of technology to business problems to make business more effective is required. This resource must be familiar with information technology standards, current and emerging technologies, and business process mapping, and reengineering. An understanding of public health data, systems, and business processes is highly desirable. Contracted resource should be well organized and have the ability to coordinate activities across department and cross-agency teams. Excellent communication skills are required. In addition, this resource should be able to apply principles and best practices of project management to their work. First year runs through 12/31/2015, with two optional one-year renewals. Engagement anticipated through 2016 and 2017. A background check will be required prior to hire. Resource must be able to work within a collaborative team environment. Contracted resource will be required to take contractor orientation sessions and will be required to sign confidentiality, non-disclosure and data use agreement forms.
