These positions will be assigned to the Information Technology Coordination Section within the Division of Employment and Training. Persons in these positions will function under the general supervision of the IT Coordination Section Chief and lead IT projects needed to support Rapid Response, WIOA, Youth Programs, Wisconsin Fast Forward and Wisconsin Internship Initiative related programming and systems changes required to deliver, track and report on program administration for the division. The incumbents will participate in planning meetings to determine whether system modifications are needed in response to policy changes, user requests and other events, and will lead the development, testing and implementation of the resulting modifications. These positions will provide technical assistance to state staff and local users. As lead analysts, these positions will be responsible for serving a lead role in large new development and enhancement projects. They will act as liaisons between program area staff and the applications developers in the IT bureau. It requires comprehensive knowledge of program policy development and operations, systems design, user acceptance testing, systems implementation and follow up. The systems that have been or will be designed and implemented through the efforts of these positions have a significant impact on the day-to-day operations of workforce development programs serving job seekers and employers throughout the state. These positions are funded through 6/30/2017 and may or may not continue past that date. Hardware/Software Environment: The applications used to administer the divisions programs are web based and were developed in the MS .net environment. Active Directory is used to administer user access to these systems. Team Foundation Server is used to track system requests, request statuses, test plans, and test results. Comments: These Business Analyst/Consultants will need to rely on experience and judgment to plan and accomplish goals. Performs a variety of tasks. A certain degree of creativity and latitude is required. KNOWLEDGE AND SKILLS REQUIRED 1. Considerable knowledge of business analysis and Agile methodology for the automation of program policy and systems testing techniques. 2. Considerable knowledge of theories, principles, and processes of planning and policy analysis as it relates to automated systems. 3. Considerable knowledge of the principles of system security, methods of user access, and techniques of providing end user system support. 4. Working knowledge of computer equipment, telecommunication methods, and approaches to database management. 5. Ability to analyze federal/state laws, regulations, rules, and policies that apply to employment and training programs. 6. Working knowledge of automated systems for employment programs, including systems support for employment program case management, employer job openings and services, and program tracking. 7. Working knowledge of labor exchange theory and techniques and administrative requirements to implement program policy and serve clients effectively. 8.
