This position will primarily serve as the lead Business Analyst for technical aspects of a large multi-year project to create a Common Intake Portal as required by the federal Workforce Innovation and Opportunity Act (WIOA) of 2014. This position will partner will identify and partner with a number of stakeholders including: The Department of Workforce Development, other state agencies, the Wisconsin Technical College System, regional Workforce Development Boards, and others. The lead business analyst will be part of a project team including a Business Project Manager, an IT Project Manager, Subject Matter Experts, Developers, and other Business Analysts. The position will be responsible for working with the project team and stakeholders to develop a new portal in the spirit of the federal legislation that meets the needs of all partners in the project while conforming to all federal guidelines. Specifically, this position will take the lead role in requirements gathering/story writing throughout the project, facilitating communication between business users and the IT PM/Developers, and coordinating User Acceptance Testing. This position will also be expected to provide advanced technical support and be a resource for business users as the solution is rolled-out. DWD operates in an Agile development framework with two weeks sprints. The lead business analyst will be expected to attend and participate in daily stand-ups led by the IT PM (Scrum Master), grooming sessions, retrospectives, and sprint reviews as part of the Agile framework. This position will need to work closely with the Business Project Manager and IT Project Manager throughout the project to help keep the project on schedule and budget while maintaining a high-quality deliverable. The work done by the lead business analyst will have a significant and direct impact on systems used by job seekers and employers throughout the state. Successful candidates will have experience doing business analysis/project manage work on large projects that have a duration over a year and a significant budget. Successful candidates will have a very strong skillset in requirements gathering, communication, and acceptance testing. Additional skill sets that will be important include conflict resolution, time management, and organization. The incumbent will be required to work on-site at DWD, but some infrequent travel may be required to meet with stakeholders outside the Department due to the nature of the project. Hardware/Software Environment: The applications used to administer the divisions programs are web-based and were developed in the MS .net environment. Active Directory is used to administer user access to these systems. Team Foundation Server is used to track system requests, request statuses, test plans, and test results.
