Description :

Previous experience, in a Sr. Business Analyst role, on large infrastructure and/or business implementation projects and ability to facilitate the translation of functional business requirements into policy, business or technical solutions. Previous experience, as a Sr. Business Analyst in helping to define, design and implement standardized Business Analyst processes and artifacts. Reviews, analyzes, and evaluates business systems and user needs.

Familiar with industry standards, current and emerging technologies, and business process mapping, and reengineering. Business Analyst/Consultant capabilities with 8 or more years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks.

Medicaid, Health Care, or State Government experience is a plus

POSITION SUMMARY
Under general supervision of the Project Management Office Project Management Manager, the person in this position will have the primary responsibility of eliciting business needs from the various DHS program areas to develop solutions to business problems. This includes, but is not limited to, facilitating requirements sessions, documenting business needs and business processes, analyzing business processes, and applying and implementing both technology and non-technology focused solutions to business problems.
The incumbent is expected to serve as the principal authority in business analysis methodology and working with the Project Management Office Section (referred to as PMO going forward) leadership will work to establish standards, procedures and best practices for business analysis at the Department. This person in this position is also responsible for providing direction and mentorship to other business analysts in the PMO in the use of tools, techniques, metrics, and standards.
The incumbent is expected to perform the most advance level of work with little supervision, assist others in their area of expertise, and work with others to prepare accurate estimates of work. The incumbent is expected to provide expertise in multiple projects of moderate to difficult scope and complexity. Project lead activities may be required depending on project scope and individual assignment.

40% A. Lead requirement gathering for large initiatives of high complexity. Act as a liaison among technical and business stakeholders to elicit, analyze, communicate, and validate requirements for changes to information systems, business processes, and policies, as applicable. Collaborate with both the Information Technology (IT) project teams and business clients, to translate business requirements into design documentation, from which applications and other non-technical solutions are developed.
A1. Lead requirements gatherings/meetings with PMO customers to gather requirements (traditional waterfall and agile) for solutions, identify impacted business processes and determine best process and IT Solution integration where appropriate.
A2. Conduct needs assessments within business areas to identify deficiencies, streamlining, and process improvement opportunities. Conduct fit/gap analyses.
A3. Analyze alternative methods of meeting business needs to determine the most feasible cost-effective solutions.
