The current Waterway and Wetland database is a legacy information system that is based on outdated technologies but is critical to day-to-day operations and integrates with other systems both pulling and providing data. The candidate selected for this analysis is expected to provide a recommended platform that improves performance and reliability, improve employee experience and performance, evolve with technology advances. Using Wisconsin DNR information provided of the system current state as well as the list of future state requirements, the candidate will provide a detailed report summarizing a platform recommendation for system architecture and functionality. Our goal is to implement priority features and functionality and have a system that is simple enough to adapt to growing needs. In addition to the list of system future state requirements, the final recommendation should: Identify a platform, architecture and/or software recommendation Database rewrite hour estimate Provide quality assurance and solid testing process Follow industry best practices for technical documentation, ensures clean code that is easily understood, extendable and maintained. Improve maintenance and support by ensuring updates and changes may be accomplished efficiently and cost-effectively in terms of code updates as well as functionality. Be consistent with State of WI network server and DNR infrastructure requirements. The platform and system must be efficiently and cost-effectively maintained. Likewise, the system must be easy to use, and training must be developed and provided to employees. Identify APIs or web services that will be relied on to integrate systems or data sharing, user authentication and transactions. Ensure the platform choice will include adequate security ensuring system patches and updates meet all State of Wisconsin and DNR security requirements. Ensure the platform choice is responsive to organizational agility and adaptable to legal or mandated changes. Include a detailed data archival and system retirement or decommission process during transition from legacy to new system.
