Description:

This position is responsible for implementing, maintaining, and configuring projects related to the support of the DOCs Health and Behavior Solutions COMPAS team. COMPAS is the State of Wisconsins case management and decision support tool utilized by parole officers. This position serves as a member of the of the COMPAS Core Team staff, which includes Department employees from the Bureau of Technology Management, the EMR Project Office, staff from the other program divisions, and the COMPAS private vendor. This position works closely with the operational group to help identify areas of optimization and improved business processes for workflows within COMPAS. This position will plan and manage the delivery of effective COMPAS optimizations and upgrades.

Job Details:

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.

Qualifications:

Job Knowledge, Skills and Abilities:

1.Strong and proven skills in managing large projects.

2.Knowledge of the System Development Lifecycle methodology, including problem solving, systems analysis, program design and testing methodologies.

3.Considerable knowledge of the field of electronic medical records technology, criminal justice and human services. Familiarity with HL7 interfaces is a plus.

4.Knowledge of and experience in managing internal teams and software vendors to implement, support and upgrade internal and third-party solutions.

5.Experience creating project charters, developing work plans and schedules, identifying milestones, identifying and managing risk, and tracking and resolving project issues.

6.Proven ability to oversee and managing all phases of testing.

7.Certification or training using Project Management Institute processes and guidelines (or similar project management methodology).

8.Extensive organizational skills for managing information, assignments and work with internal and external agencies. Familiarity with JIRA is a plus.

9.Extensive experience and ability to work as a member of a team that is responsible for a group product.

10.Excellent oral and written communication skills.

11.Strong presentation and meeting facilitation skills.

12.Considerable knowledge of the state agency planning process including project budgeting, reporting and review of recommendations for decision.

13.Ability to prepare well-organized and coherent correspondence, reports, analyses and planning documents.
