Description: Under the general supervision of the Chief of the Division of Medicaid Services (DMS), Bureau of Programs and Policy (BPP), Data & System Support Section, this position represents the IRIS Program in supporting and managing the state-owned case management system, WISITS. This position will assist in the development of business requirements development, implementation and maintenance of WISITS. This position will also support the DMS Medicaid Enterprise Systems (MES) as assigned, with a focus on the integration of WISITS data into the MES. IRIS (Include, Respect, I-Self Direct) program, The MES is a set of distinctive information and data systems and applications are used by adult long term care programs and DMS program staff and stakeholders. The systems and applications that this position will work on developing, enhancing, implementing and maintaining include, but are not limited to, WISITS, interChange (iC), Medicaid DSS/DW, Functional Screen Information Assessment (FSIA), LTC IES and DW, Encounter reporting, and other systems and applications used by IRIS Consultant Agencies (ICA), Fiscal Employer Agents (FEA), IRIS Self-Directed Personal Care Agency, Aging and Disability Resource Centers (ADRCs), Medicaid Waiver programs and other DMS programs and partners. The position participates in the design, implementation, management, monitoring and enhancement of the WISITS case management system for IRIS. This position also participates in changes to WISITS resulting from implementation of policies, reimbursement methodologies, budget initiatives and the assessment of the effect of policy changes. This position acts as a support to the lead worker for IRIS program staff as it relates to WISITS and participates in any changes/enhancements to the system. This position works collaboratively as part of the Data & System Support Section with other analytics team members and adult LTC program staff to conduct data mining, analysis and visualization. The position provides recommendations and guidance to management and analyzes the use of new technology. The incumbent will primarily support IRIS data analysis including data definition, extraction, report development, report definition and review. The position requires extensive knowledge and expertise in the Medicaid related information systems, data resource management and policy, the underlying technologies, project management and the role of information technology on program operations. The position will work with data users to develop, justify, produce and evaluate appropriate options. The position will use various system applications and data reporting management tools. The incumbent ensures data releases are consistent with HIPAA standards This position provides business analysis and IS services to adult long-term care programs within DMS to develop, implement, enhance, monitor and maintain these applications; assuring the integrity and sustainability of data that is collected; and monitoring adherence to state, federal and industry standards for health and DMS programs. This position will assist in the coordination of business and IS activities for the IRIS program to ensure adherence to overall program goals, help to determine priorities and to coordinate systems changes to ensure they are strategic and cost effective.
