The developer needs to provide reliable, responsive support and updates to these systems.This position requires a candidate with advanced developer skillsets and experience. The most qualified candidate will have: • Advanced level experience designing and developing applications with .NET framework utilizing C#, VB.Net, JavaScript and Bootstrap • Experience applying Object Oriented Design. • Experience applying Standard Security methods to custom applications. • Experience implementing the Wisconsin Web Access Management System (WAMS) in .NET applications • Experience with SSRS for developing reports. • Advanced experience using Oracle, including coding stored procedures and SQL • Experience working in Visual Studio as well as Azure DevOps • Experience with coding standards and best practices. • Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices • Experience following Waterfall or Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance. • Experience troubleshooting errors. • Excellent written and verbal communication skills. • Collaborates with others and is a team player to ensure project success. Additional skillsets that will also be helpful: • Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results. • Experience writing technical documentation. • Knowledge of Java, since some older applications we will be rewriting in .NET are currently in Java. The EM Division is contracting for development, maintenance, and enhancements of the ESR/Switchboard system, plan submittal portal, MDL, and DSS. Deliverables include (1) an updated ESR/Switchboard system that uses modern, DNR-supported technology, (2) a plan submittal portal that streamlines engineering review, and (3) continued support and maintenance of other existing programs. Each of these systems is used to carry out statutory requirements. DNR staff in the IT Project Coordinator role are responsible for business analysis and quality assurance work, which will validate that development work meets business needs and is completed at a satisfactory level of quality. Developer must follow DNR standards and procedures for management and versioning of source code, file management and change management processes. The developer must look out for security concerns or issues when developing applications and follow security related protocols.
