Description:

This classification is the senior level of the Information Management Programming Specialist 1-3 series working under general supervision. The Information Management Programming Specialist III will perform all the duties of the Information Management Programming Specialist II with the highest degree of independence. This classifications helps mentor Information Management Programming Specialist 1-2 by reviewing code and providing constructive feedback.

EXAMPLES OF DUTIES:

Participate in the development, maintenance and support of application software both individually, with limited supervision, and in a team environment;

Design and implement database schemas and associated objects;
Support team members by engaging in discussions on problem resolution and best practices for software development;

Make recommendations for solutions or improvements that can be accomplished utilizing technology and software enhancements where applicable;

Produce interface prototypes to present to end-users for feedback prior to proceeding with application development;

Develop software test plans and conduct software tests both at the unit and system level;

Support existing applications through bug resolution, enhancements and modifying software and application designs to improve functionality, performance, security, and reliability;

Incorporate information security policies, principles and practices into application requirements;

Develop and optimize data extracts, conversion routines to transmit data to outside entities and other applications, and import processes for receiving data from external agencies;

Meet with stakeholders, some of whom have little or no IT background, and translate their needs into business requirements easily understood by both development staff and application users. Use this information to define project scope and determine best solutions to meet customer needs;

Provide ongoing end-user support related to purpose built applications;

Produces and maintains documentation pertaining to applications and systems;

Develops programming specifications;

Assists other departmental staff as needed as a subject matter expert on previously programmed systems;

Works with other departmental staff on conversion of on-premises systems to cloud based deployments;

EMPLOYMENT STANDARDS:

Education and Experience
Associate or Bachelors degree in Computer Science, or a related field, or equivalent work experience.Four years of increasing experience in design, development and implementation of client server and web applications as well as proven proficiency in .NET framework and SQL queries.

Progression of an employee to Information Management Programming Specialist III will require a minimum of two years experience at Information Management Programming Specialist II and demonstrated knowledge and skills to independently perform all of the duties and responsibilities of Information Management Programming Specialist II acknowledged through performance evaluations by their supervisor.
