Experience with Agile development methodology development practices (SCRUM) for web-based (Java) and mobile (iOS) applications in a health information technology setting is strongly preferred. The IAPS functions as a health informatics support service provider to our division public health program areas. The data systems we develop, maintain, and support are essential to maintaining business functions for critical public health programs, related to: Maternal and Child Health, Home Visiting, Newborn Screening, Wisconsin Birth Defects Registry, Environmental Public Health Tracking, the Wisconsin Electronic Disease Surveillance System (WEDSS), as well as state and local health department data analysis, visualization and reporting. This Project Manager serves in a lead role to develop and manage project plans and related project management documentation as well as to lead and coordinate work teams towards the successful development and deployment of the key web-based and mobile data systems. In addition, this Project Manager should: • Follow standard project management industry practices such as the PMIs framework to apply principles and best practices of project management to their work. • Understand business and technical objectives of a data system development project and work closely with the project sponsor. • Create project charter and work plan and track budget and schedule progress via appropriate metrics. • Establish project organization and methodologies and define roles and responsibilities. • Document risks and develop mitigation plans. • Manage scope and deliverables to a defined time line. • Create and implement a communication plan. • Build an effective team, assigns tasks to team members, and evaluates outcomes. • Work collaboratively with cross-departmental business program and IT staffs to meet project goals and objectives. • Communicate to stakeholders and project sponsor. • Identify, track, and ensure resolution of issues and removal of barriers. • Provide technical support to project team members. • Handle complex application features and technical designs. • Work with additional staff resources to design and implement the components required for complex application features to be available in the resulting public health data systems. • Generally coordinate a group of applications systems analysts, developers, and business area staffs towards the goal of developing and implementing data information systems to support business needs. • Rely on experience and judgment to plan and accomplish goals. Professional certification is highly desirable. Ideal candidate will have 11 or more years of experience and be capable of managing a project with up to ten (10) or more staff and/or a project with multiple subprojects or multiple projects. An understanding of public health data systems and business processes is highly desirable. Contracted resource should be well organized and have the ability to coordinate activities across department and cross-agency teams. Excellent communication skills are required.
