This project will allow DOR to better manage our websites, provide enhanced user experience and make it more efficient for taxpayers and lottery players to get the information they desire. This position will be the project manager for this effort, and will coordinate the migration of current content into SharePoint sites built by the State of Wisconsin vendor (NIC - Wisconsin Interactive Network). The position will be responsible for managing the two projects following WI DOR Project Management Methodology which is a simplified adaptation of standard Project Management framework/practices such as PMI. The position will be responsible for the typical Project Manager functions, including but not limited to: - Project Planning and Scheduling - Coordinate Task allocation in consultation with DOR management - Tracking and monitoring Project progress and execution - Resource Planning - Project Risk Monitoring & Management - Facilitating stakeholder meetings - Facilitating Requirements Gathering, System and User Acceptance Testing - Tracking and resolution of project issues/barriers - Regular and timely Status Reporting to management team The position will be responsible for the creation and maintenance of the project deliverables including, but not limited to the following: - Project Charter/Scope - Project Plan(s) using Microsoft Project - Status Reports - Requirement Specifications, Test Plans, Test Plans - Issue Tracker(s) - Meeting agendas and Meeting minutes - Communication Plan - Any other deliverables requested by DOR management All the deliverables will need to be created/maintained using DOR templates and/or using templates after consultation with DOR management. Expectations: Coordinates tasks for work teams consisting of various IT, Business roles in DOR and the state vendor NIC - Wisconsin Interactive Network. Follows the DOR Project management industry practices. Understands business and technical objectives of a project and works closely with project sponsor. Creates project charter and work plan, and schedule progress via appropriate metrics. Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans. Manages scope. Creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes. Negotiates resources. Communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers. Provides technical support to project team members. Handles complex application features and technical designs. Designs and implements the components required for complex application features. Relies on experience and judgment to plan and accomplish goals. Professional certification is highly desirable. Project Manager capabilities with 5-10 years of experience.
