The DSP(Division of Safety and Permanence), with the support and consultation of the Departments BITS (Bureau of Information Technology Services), is looking for an expert to draft and submit the Advanced Planning Document (APD) to the federal government declaring Wisconsins intentions for complying with the federal requirements for CCWIS, and work on next steps to implement that plan. This position would also lead the development of a high-level project plan/road map and resource plan to transition our current eWiSACWIS system to CCWIS compliance and improvement. The position would also lead the development of an RFP for the transition to CCWIS. This position would also work with the business intelligence staff and DSP analytic staff to assess impact on current data structures and reports. Essential Job Duties: Technical • Lead functional walkthroughs & requirement gathering sessions • Review and gain understanding of existing legacy applications as well as new proposed systems • Technical writing skills necessary to author an APD to the federal government Business • Identify and work through barriers to utilizing Agile and modular approaches • Identify and describe key business and technical dependencies that could affect becoming a CCWIS application • Identify and develop a high-level road map (resource, business and technical) to transition to CCWIS • Assist in the development of a change management plan to support the transition to CCWIS Combined Technical/Business • Collaborate with technical and business experts to gain thorough understanding of how legacy business processes will be mapped to future state • Prepare comprehensive, in- depth status reports for consumption by state technical and business stakeholders • Begin to execute the strategy for becoming a CCWIS application • Collaborate with other states and federal agencies to gain a thorough understanding of federal requirements and processes.
