Description: The State of Wisconsin, External Services Division, Waterways and Wetlands Program is looking for a Project Manager to join a core team of application architects, quality assurance analyst, and Division Technology Services leaders in the development of a Waterway and Wetland Permit System, including a database, user interface, and integrations with other departmental systems. The successful candidate will: 1. Have a minimum of 3-5 years of experience using Azure DevOps and featurews; entering User Stories, Drafting Test plans, Tracking Test plans and sprints, entering and monitoring contracted developer assignments. 2. Have a minimum of 3-5 years of experience using SharePoint collaborative sites for project documentation, communication and tracking. 3. Have a minimum of 3-5 years of experience in coordinating the work of software development teams. 4. Have experience with standard project management industrymethodology practices such as the Project Management Institutes framework, including agile methods; however, PMP certification is preferred but not required. 5. Have experience using project management methodologies to understand business and technical objectives of projectsby working closely with project stakeholders to ensure system meets priority business objectives. 6. Maintain a current project charter and work plan and track budget and schedule progress, documenting, tracking and presentingproject metrics/analytics. 7. Lead agile project management methodologiesincluding: Lead sprint planning, schedule and lead scrum meetings multiple times per week, and retrospectives, to meet the needs of the project size, complexity, and scope. 8. Provide ongoing communication, ensure project team membersand stakeholder roles and responsibilities are well-understood and documented. 9. Document, communicate and report project risks and develop mitigation plans to project sponsors. 10. Document and communicate quarterly reports for timeline, scope and budget to project sponsors and stakeholders. 11. Manage scope to prevent unessential scope expansion beyond agreed priority requirements for the two-year project (this project is 6 months underway)and ensure system features and functionality are developed based on business owner priority. Project must go to production June 2023. 12. Have proven methodology and experience coordinating the development of complex systems and demonstrated ability to achieve deliverables on time and on budget. 13. Schedule and facilitate core team meetings to assign project tasks and track task status. 14.
