Duration: agreed upon start date through 6/30/2018 Description : EOE is in the process of implementing standard data collection formats and processes for school districts across the Commonwealth. The Schools Interoperability Framework (SIF) is the standard format that all districts will utilize to report student, course, personnel and discipline information to the state. The goals of our program are to (1) increase the quality and availability of data (2) reduce the amount of redundant work performed by districts to manipulate data for each collection and (3) establish a framework to support the future direction and needs of the Commonwealth which include real-time collection and sharing of information. EOE is seeking a Data Quality Analyst to 1) improve the ability for the 434 districts to successfully certify data collections via SIF by providing excellent customer service and problem solving for districts and vendors 2) provide technical data analysis, troubleshoot problems, and provide guidance to vendors and districts trying to complete the transition to sending data via SIF XML standards. DUTIES AND RESPONSIBILITIES • Analyze large data sets and investigate problems in the data • Help identify areas of potential data issues and write business rules and data validations to protect against bad data • Diagnose problems in the system or the business rules where bad data is identified • Help test bug fixes or enhancements to the system that will ensure data quality • Support the data collection effort by researching data questions • Coordinate with the business users and with the IT developers to ensure business rules are implemented as intended Qualifications • Should be versatile and have decent experience of collection and analysis complex data, both narrative and statistically • Strong analytical skills • Excellent communication/ interpersonal skills to building good working relationships. • Ability to explain things in front of technical/non-technical persons • Ability to work alone and also within a team • Punctual and have time management skills • Project management skills considering all the aspects of planning, organizing and coordinating the project with stakeholders • Ability to handle the stress of tight deadlines and apply problem solving ability under deadlines • An active, self-motivated, quick learner, and innovative person • Ability to write and execute SQL queries • Intermediate/Advanced in Microsoft Excel and Access (as well proficient in outlook, word, PowerPoint) • BA in Computer Science or related experience as a developer, business analyst, systems analyst, data analyst, or other related position, preferred.   Call 502-379-4456 Ext 100 for more details.
